The purpose of the ERDF is to strengthen economic and social cohesion in the European Union by redressing the imbalances between different regions. In summary, the ERDF finances:
- Direct subsidies for investments made by companies (in particular SMEs) to create sustainable employment.
- Infrastructures linked especially to research and innovation, telecommunications, the environment, energy and transport.
- Financial instruments (venture capital funds, local development funds...) to support regional and local development and favour cooperation between cities and regions.
- Technical assistance measures.
The ERDF can intervene in three new objectives of regional policy:
Convergence
In regions concerned with the objective “Convergence”, the ERDF focuses on the modernisation and diversification of economic structures and on safeguarding or creating sustainable employment, with actions in different spheres.
Regional competitiveness and employment
For the objective “Regional competitiveness and employment”, priorities are grouped around innovation and the knowledge economy, the environment, health and safety, and access to transport and telecommunications services of general economic interest.
European territorial cooperation
El FEDER concentra la seua ajuda en els eixos de desenvolupament d'activitats econòmiques i socials transfrontereres, establiment i desenvolupament de la cooperació transnacional i enfortiment de l'eficàcia de la política regional.
Furthermore, the ERDF pays particular attention to specific territorial characteristics. It attempts to alleviate economic, environmental and social problems in cities and acts in areas with natural geographical disadvantages and in ultra-peripheral zones.

ERDF OPERATIONAL PROGRAMME FOR THE REGION OF VALENCIA 2007-2013
The Region of Valencia is included in the objective of “Regional Competitiveness and Employment”, ‘PHASING IN’, with subsidies available to regions from Objective No. 1 corresponding to the programme period 2000-2006 which no longer meet the requirements for subsidisation for the objective “Convergence
Objectius:
1. Ensure that the region has the physical and technological capital required to make it more competitive from an international point of view.
2. Ensure that its development is rooted in the strengthening of its business productivity and productive diversification towards activities with a higher technological content and corresponding added value, which will in turn require greater quality human capital.
3. Ensure that its development is compatible with improvements in the environment and the efficient use of water resources, whatever their origin, as well as with social integration.
Strategic priorities
1. Improve regional competitiveness through investment in communication infrastructures and the strengthening of R&D and Innovation.
2. Promote the productivity and diversification of the production structure.
3. Territorial equilibrium, integration, environmental protection and the management of water resources.
